Become a validation agent
Every ENUM domain name is derived from an e.164 phone number. Before an ENUM domain name can be registered, a check has to be made to verify that the prospective registrant is also the legitimate user of the corresponding e.164 phone number. Once the name has been registered, the check has to be repeated every so often. This checking process is referred to as validation, and a party that performs such checks is a validation agent. A validation agent can also act as a registrar.
To become a validation agent, your organisation needs to meet a number of conditions:
- Your organisation must be based within the territory of the European Union.
- Your organisation must be registered with the Chamber of Commerce or, if you are not based in the Netherlands, with an equivalent body.
You will also need to agree to the General Terms and Conditions for ENUM NL Validation Agents. No fees are currently charged for validation agency status.
How to become an ENUM NL validation agent:
- Complete the application form; on this form, you can indicate whether you wish to become a registrar, a validation agent or both. You will find instructions on the form, telling you what information you need to provide. By signing the application form, you agree to the General Terms and Conditions for ENUM NL Validation Agents. If you wish to become a registrar and a validation agent, you need to make this clear by ticking both the relevant boxes on the application form.
- Post the completed application form to:

A number of documents are available from our download page to help you with your activities as an ENUM validation agent:
- General Terms and Conditions ENUM NL validation agents: this document sets out the general terms and conditions governing the contract that is closed between a validation agent and ENUM NL.
- Quick Start Guide for Validation Agents: as its name suggests, this guide summarises the key things that you need to know to get started as an ENUM validation agent. The contents include a list of ‘dos and don'ts' and a number of useful tips.
- Model Validation Methods: ENUM NL has defined a number of model validation methods to help new validation agents. The model validation methods are not blueprints that validation agents are required to follow; agents are entirely free to develop and put forward their own methods. Refer to the 'Guidelines on the registration of Validation methods' to see which models are currently available.
- For each model method, a specimen form is provided.
- Detailed notes on each model method are also provided.
- The Validation Methods Handbook deals with various aspects of validation methods and techniques.
